I just called the CPB in Detroit & i was asking him for my fiance who is flaying through London & he told me that she has to quarantine there for 14 days  to be able to fly here :(

Hes wrong. If she would go to the EU or UK she would have to quarantine somewhere OUTSIDE of a banned country for 14 days after in order to enter the US. You cant quarantine in London adn then enter the US

I think he's referring to the UK rules - the UK says new arrivals have to quarantine in the UK for 14 days. Not sure whether this applies to transit... US CBP probably don't have a great grasp of the rules elsewhere.

The issue is that apparently the CBP officer said that quarantining there for 14 days would make them eligible to come to the US. This is very much false

You need to do as much research as possible. its not going to be easy and you are going to have to exhaust every possible options. For example there is a flight arriving today from Seoul to ATL. Check and see if any non-banned Asian countries are allowing transit passengers and see if she can come that way.

However as far as the US ban is concerned, even transit in my understanding falls under the “physical presence” in a banned country and would prevent entry.

Correct👍

"This prohibition necessarily includes direct travel from, and transit throughhttps://lu.usembassy.gov/esta-cancellation-information-in-response-to-covid-19/ The link is talking about Schengen Area proclamation, but both proclamations say "physically present within"

But we don’t know that they have a through-ticket. Depending on how the ticket has been constructed, it may be necessary to clear immigration and then re-check. And if the flight into London is delayed that results in an overnight, what then? Too many risks involved so I would look for flights that avoid countries with any form of quarantine or restriction.

If it’s one of those idiotically painful lhr to gatwick or vice versa transfers then yeah, they’d have to clear immigration. Overnight well also depends if they have an appropriate visa allowing them to leave the airport, depending where they’re from, because you can get a transit visa waiver for lhr under certain conditions (including having a us visa on the way to the us) but that doesn’t let you leave the airport. That just could be an uncomfortable night on airport chairs. Still a problem for the US ban.

Are there any routings through Africa currently flying? Not sure what Beirut - African airport links are usually like but a number of African countries  have direct flights to the US under normal circumstances- not sure about right now

ive seen some of those border force shows where the initial CBP interview seems to know something about the luggage. I never thought too much about it, but i wonder now if CBP can see how many pieces of baggage have been checked along with other info on the air ticket. (Not this case but another red flag is arriving for more than a few days with no checked baggage.)

I've been pulled aside once by CBP (went through passport control w/no issues, was walking through baggage claim area to exit). I'm sure it was because all I had was a small backpack (due to bags being "lost" in transit in London).
