Has he got a family member he can transfer the money too that would be prepared to help? You can use anyone’s bank account, it just need to be a US account that you can get the details of, everything’s paid for online.

Does he still have a US based credit card?

 

If not he can start an account at a bank and transfer money there, or have a friend or family member pay the fees and pay them back.
