Is it legal?  Yes.  But they should be aware of the travel restrictions, work restrictions, public charge concerns, and health care costs.   They will not be authorized to work in your business for 5-7 months after filing their I-765....

After new immigration restrictions on parents , can we still get their change of status within united states?

There are no new immigration restrictions which affect anyone inside the US.   They will have to complete an I-944.

Its called adjustment of status and yes you can but as @Lucky Cat noted there are many restrictions when it comes to work and travel while it is processing. Keep in mind with covid-19 things have gotten backed up so it will most likely take longer than ususal

Sorry dont know about i944, if my income meets enough criteria do they need to show something as well?like do they need to show self sufficiency or my income can be considered as their self sufficiency ?

The I-944 is a form about your parents which will help USCIS determine if your parents are likely to become public charges in the future.  It is quite extensive.

This gave me another tension😯, my wife recently entered us on cr1 visa we are still waiting to recieve her green card, however i heard some say stamp of entry on passport is equilant to greencard. Now we both got insured this month via healthcare.gov and there are tax credits that are in there. Will that affect my wife status?

That is a completely separate process that is not related to your parent's adjustment of status. As stated already, it will be 4 - 7 months before your parents have authorization to work and a few months longer than that before they get a green card.

No.  Public charge is not a consideration when either removing conditions or applying for citizenship.  Your wife will not have to complete an I-944.  It is used  for people who are adjusting status.....such as your parents.

Just be mindful you’ll now be sponsoring 3 people in total, with a household size of at least 4 people, when working out your earnings/ability to sponsor. since you mentioned your wife just entered on CR1 I’m assuming she’s not working yet so she can’t co-sponsor and she’ll still have ROC expenses when you’ve been married 2 years.

You also need to be looking at health insurance for your parents as part of i944 which is based on age so that’s going to be expensive.. and yes, there’s heaps of information they’ll need to put on that form

further more, you’re parents will not be permitted to help you at work.. they’ll need EAD’s first which takes at least a few months to come through.
