Can you travel to Manila airport from a GCQ/Low Risk province with a travel pass?

Hello all. I hope somebody can help me with this.

1. I was wondering if people can travel to Manila airport from a "General Community Quaratine" / "Low Risk" province with a travel pass?
2. Has anybody travelled to the US recently using Korean Air?
3. Will you be granted entry to the US If you layover at South Korea?

South Korea isn't in the prohibited list by the Proclamations on travel prior to US entry. The prohibited countries are China (excluding the Special Administrative Regions of Hong Kong and Macau), Iran, UK, Ireland, and Schengen Area countries: https://www.dhs.gov/news/2020/03/17/fact-sheet-dhs-notice-arrival-restrictions-china-iran-and-certain-countries-europe

It's been done before for people coming from GCQ provinces going to Manila (and back) to get their relatives from the airport. Travel clearance might be required which you can get from your City Hall.
