I was looking at the processing times shown at: https://egov.uscis.gov/processing-times/

 

For a sibling petition that begins with "WAC", I assume this means "California Service Center".  Selecting I-130 and California Service Center shows (as of today) 104.5 Months to 136 Months.  Is that really how long it takes before we know if our petition is approved or not?  I am aware of the fact that the actual visa availability is based on the Visa Bulletin, I am wondering about the petition processing time.

I understand that it takes that long to get a visa number.  I am trying to understand how long it takes for the petition to be reviewed.

It's easy to understand.  Don't do today what you can do later.  They don't work on the petition until it is close to an available Visa number

Makes sense.  I know of people who had sibling petitions reviewed within a few years, so the number was surprising at first.

There’s no rush for processing because it’s like 15 years before the priority date is current. And in fact if there are any minor derivatives on the petition a longer processing time is better as it helps protect them from aging out.
