Is it necessary to fill out 5540 form(public charge) before interview ? And is it necessary to upload to ceac.

Hi, 

 is it necessary to fill a public charge form 5540 before interview and also upload to ceac? I register on ceac before 24 feb 2020.
 

and i heard a word “Totality of the Case” mean that they will decide the visa not on the basis of documents i-e marriage docs,pics,text proof,call log etc. if i provide them docs they will put me in long AP. 
I know i cant avoid AP But in our country it takes at least year in AP.

Like is AP a necessity of every Male from Pakistan? Like can you explain what the term means? I am confused why Pakistan is going through AP.

Yes , Every one is going through AP now days. I dont know what exactly it means but they says its Some additional checks.some people pass through it in 2 weeks and some people stuck from months even year depending upon docs,evidences and mood of Counselor officer. 
islamabad embassy also says that we have too much work load especially immigrant visa so this is another reason and thats why no Diversity visa for pakistan.

You can expect almost every military age male to go thru AP.  Pakistan has very poor records and it is very easy to obtain fake documents. Police, birth, military and civil records are not trusted. Police certificates are not accepted from Pakistan. Because of this very few countries allow Pakistanis to enter without a visa.  There are only 7 countries with worse passports to hold.

October 27, 2018 Green Card received 

October 29, 2018 Applied for Social Security Card - November 5, 2018 Social Security Card received

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well
