Yeah, I looked at it again, I think it only applies to people in country... not out of country... 

 

any delay in issuing or processing out of country due to embassy closure or inability to get flights etc should be directed to the embassy, if they’re reasonable they’ll apply an extension, if not they may require you to redo medical etc to ensure you’re compliant with issuing requirements...

I’ve heard of a couple of people getting entry visa dates entended during covid, but seems it’s based on medical dates also, with some being told to redo it... but is only hearsay, hasn’t applied to me personally.

You are right, it is hearsay because visas cannot be extended beyond the medical expiration date

Correct, which is why I mentioned may need to redo medical in my initial post

What you said was first was "if they are reasonable they will do an extension," which infers they have some discretion, which they do not.
