This is just a response to an inquiry YOU sent.  "New Submission form Immigrant Visa Inquiry"  is the term for inquiry you submitted through their  online portal.

What would even count for an "emergency" IV interview appointment?  Emergency services at US consulates and embassies are for USCs.

They are doing emergency appointments on a case by case basis. This is normally for things like government and diplomatic visas, certain healthcare workers, and I have seen at least one done this way due to an upcoming military deployment.

Someone looked at you email.  And they only acknowledged it. Since it is an IV they probably won't do anything with it right now.  Pregnancy / Delivery isn't an emergency situation.  Unless you previously had an US Visa, or one from one of the other 5 eyes countries, I doubt that you would get it quickly as the background checks after the interview are taking a very long time.   If you didn't do a DS5540 at the NVC you should get one ready in case you do get an appointment quickly.

Looks like that’s only their email signature.   They may have mistakenly sent this email without any message as it doesn’t have any contents other than the signature. Perhaps they will soon be responding to your inquiry.
