Well... as there is clear immigrant intent (presumed by law anyway) and she has ties to the US, denial of a tourist visa is the most likely outcome. If the $320 application fee for her and her son is not a burden, you may as well try.

 

Now, where is your wife in her immigration journey? K1? AoS? Green card?

Rapid visa is not reliable. The 99.7% approval rate on their website is a lie. When the mom( your wife) become LPR, she can file for her 26 year old daughter( include the 2 year old baby). It will took around 6-8 years from apply for I-130 to visa on hand.

Daughter can file for tourist visas of she wants to visit.   She fills out a DS-160 for her and her son and pays the fees.

 

Your wife can file as soon as she gets her green card if immigration is the plan.

Once she gets it she files and i130 for her daughter; her grandson will be a derivative on this petition. The category will be F2B. As said before, it will probably take 5-7 years before the daughter gets a green card through this route. 
 

She must remain unmarried If her mom only has a green card.: If she gets married and mom is still an LPR - the petition falls away. However, if your wife becomes a citizen in the interim, your stepdaughter can then get married and keep the petition alive, however, her category will change to F3 and the wait time extend to around 15 years.)

Well you can not, her mother can file for her and her child once she is a Legal Permanent Resident!. Assuming she will have the Fathers approval for the grandchild!

I since read through that thread. The answers in this one basically repeat what OP was told already, as the unmarried option was discussed.  So essentially yet another repeat thread by a poster ...
