A joint sponsor must sign a contract that they will take care of the beneficiary for 10 years. Therefore, can a joint sponsor be rejected because they are too old or in bad health?

As long as they have the assets they can sponsor.   The petitioner is also responsible.

That is incorrect.   They are guaranteeing to the US Government that the (Joint) Sponsor will reimburse the US Government in the event that the beneficiary becomes a public charge.    Also it is not just 10 years.   It is until the beneficiary has 40 quarters of Social Security, becomes a USC, leaves or dies.

Not necessarily.  Consular Officers are trained and expected to consider the totality of circumstances in making their judgment call.  The I-864 is a contract.  It is legitimate to consider whether the person signing the contract, will be alive to make good on it.  An "elderly" (Say over 70 or so, depending on circumstances) person is usually not the best choice as a joint sponsor.  Even so, it is one factor of many being considered, including the income prospects of the petitioner and visa applicant.
