Can I Travel If Received my Immegrant Visa?

If you have an unexpired immigrant visa dated before 23 April you may use it to enter the US, so yes (assuming you can get flights etc).

Thaaaaaaaaank you suse for your prompt response you really made.my day . I was afraid because once o received the visa , myself and my wife  resigned from our jobs and sold most of our house furniture and cars etc... 

 

Once the ban announced we were like we stuck and we dont know what to do.

The ban only covered issuances of new visas, so I agree, you should be fine.

The ban was on the issuance of new visas not existing ones.

Please read the executive order. Many immigrant visa categories are not exempt from the ban, including DV. And yes of course it’s a green card ....but only once you get the visa and use it to enter the US.  
Again, OP and any other immigrant visa dated before the EO/ban is fine. (That is not an “exemption”, that is because the ban cannot be retroactive.)
