Reading through this thread, it is discussed that a k-1 Visa is considered family/relative. Using that logic he should be exempted from the 14 days in a schengen zone EO....

The EO you are referencing is a different EO. The EO with the applicable travel restrictions is here: https://www.whitehouse.gov/presidential-actions/proclamation-suspension-entry-immigrants-nonimmigrants-certain-additional-persons-pose-risk-transmitting-2019-novel-coronavirus/

 

It exempts spouses of a USC, but not a fiance/fiancee.

Edit: With regard to the specific comments referenced, those were for people traveling from Canada and Mexico. They were not impacted by the Schengen ban.

Ugh. I just want some sort of hope that this whole process hasn't gone to waste along with like $2500.....

Thanks, that's very useful. The person who was asking me about it would not have a K1, she has an existing approved ESTA that she last used in early February, and would be coming in under the VWP. I told her to just ride it out, she and her boyfriend can see each other when the borders are reopened.
