Hey, 

I submitted my Green card renewal almost a year ago, and still haven't received it yet. I had my biometrics appt in December 2019. 
I'm at a point where I want to become a citizen and wonder if I can submit my naturalization application while still waiting for my renewal to be approved. 

Any help is greatly appreciated!

I've heard plenty of members here who have filed the N-400 while waiting on their ROC and have been successful in doing so. You do need to have your ROC approved before you can be naturalized, but the USCIS will ensure that's done. Here's some literature from the USCIS on the subject: https://www.uscis.gov/policy-manual/volume-12-part-g-chapter-5 , In particular "An application for naturalization may not be approved if there is a pending petition for removal of conditions. If an applicant’s petition to remove conditions is pending at the time of filing or is filed prior to the interview, USCIS will adjudicate the petition to remove conditions prior to or concurrently with the adjudication of the naturalization application."

 

So if you meet the requirements, and are ready to file, then go ahead and do it.

So I am still waiting for the removal of conditions but have been here 4 years and would meet the requirements aside from my case still pending

Then you should be good to file right now if your timeline is accurate. I'm assuming you're still married to the same spouse. You're supposed to be a permanent resident for 3 years before you can be naturalized, but there's a 90-day period before you reach your 3-year mark when you can file early, which seems like it started sometime last month or so for you. The USCIS will make sure your removal of conditions is approved before you're naturalized. From what I've heard here, there's a good chance you'll end up doing both the ROC interview and the naturalization interview at the same time if your ROC isn't approved fast enough. Good luck!

I did it. I had my ROC interview at the same time as my N400. Downside is that you'll probably have to get a stamp extending your conditional residency since it may take forever to get a citizenship interview (took me 13 months so my one year extension expired).  But I am scheduled for oath ceremony once they reopen.

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
