Turns out in Greece, theres different types of birth certificates and military certificates. I had spoken to someone on Friday and the lady on the phone told me to just replace the documents with the same document and write a comment saying that you are unable to obtain it, but now the other man on the phone today told me that I should write a letter for both documents (each letter specifying why I cannot obtain it and that we will have it at the interview). Can someone please help me in this? I feel stuck. 

Not sure why calling them twice about the same question but I’m sure if you call a third time you’ll get a third answer.

just pick one of the two, it’s essentially the same. Important is the explanation for each individual document that you cannot obtain. If you do that via letter uploaded in documents place, or via comment section, should not matter. We’ve seen people get DQ with either approach

Yeah I know - you are right. I guess I'm just very paranoid about this all and needed a second opinion.

I suggest just follow what they told you. What I did on a similar situation was write it in word then save it as pdf document and upload it.

Yes you need to send submit original document with translation in one file.

Submit just 2018 and you should be fine.

No worries, I understand completely. So on Friday, I did what the other NVC representative told me to do and replaced the documents with the same ones we uploaded except adding comments for each one describing we will have it at the interview.

No, you don't need to upload it at this time -- you already provided it in the I-130 and you'll just bring a copy of it to the Interview. Petitioner documents at this point in the process are just all related around proving income.
