Toplessness equates to anarchy?? As others have pointed out previously, society's attitudes have changed dramatically over the years. A couple of generations ago, a man without his shirt on would have been unthinkable. Now we don't give it a second glance. Did that change lead us into anarchy? Why not?

Europe has topless beaches, and yet has self-imposed standards also.
