If you mom has an attorney, why aren't they contacting the Vermont Center to see where is her case file?  They have the contact numbers to call them directly or email them.

I forwarded the scanned copy of the I-824 approval notice to nvcreseach@ztate.gov already through my email address.  My mother do know anything about the process.

She doesn't have to kknow anything about the process if she has an attorney.

They are not doing that.  I don't know.  She just told me to contact the consulate here in my country.  I have gone, called and emailed the consulate but there is no response.  I told our case manager to contact uscis but she not doing so.

You have not cleared NVC yet, so there is no reason to contact the consulate.  Your mom can call NVC and ask to speak to a NVC Liasion, they will help her with finding her case file.  If your attorney is not going to call, then only your mother can call.  

 

There are times when case files get accidentially sent to NBC instead of NVC.

The approval notice says that: "Your application has been approved and we have notified the consulate listed above that status has been adjusted to that of lawful permanent resident. "

It didn't mention nvc. How do we handle it?

That is true they do notify the consulate that there has been an update to her status.  However, that is only one step.  The next step is her case file transferred to NVC, she is assigned a casefile number assigned to your consulate and she will then have to pay the fees, complete a DS-261, DS-260 for each child, provide supporting documents and receive a final approval before her file is sent to the consulate and you are issued an interview date.

Can you please provide a  detailed contact information for Vermont service center.  My mother wants to email them to know where is her case for and subsequently request her I-824 file be sent to NVC for further processing.
