They have the in person appointments suspended to June 4th for now. They will resume it as our country starts to reopen. I hardly think it would last another 5 years. But they can't ban people who's family is trying to come here, they may delay the process, but they won't ban them.

What country?

Right. I guess that's what I was thinking about. We are still at the USCIS service center stage.

They can also, worst case scenario, delay it until the end of his second term, should he get one. We'll see, I guess.

Same here. Croatian embassy won’t process my fiancé’s visa until at least July 1st because of the cruel and unnecessary executive order of 45. I’m pretty upset, but I know there’s nothing we can do about it...

That's not what that message says. It says they won't process K-1 until at least July. Visa processing is suspended worldwide still...I'm assuming that date is a tentative reopening date.

It goes on to mention IVs may start processing in that month, too.

That does not say they will or won't process K-1s due to the existing EOs.

Of course that’s what it says. It mentions IVs only, it doesn’t mention non-immigrant visas. It even mentions the stupid executive order. If the EO had nothing to do with it they would say “we are not processing ANYthing right now”

Where did that July 1 date come from?

The EO with the ban went into effect on 4/23/2020. It expires in 60 days (unless extended, which has not happened yet).

The math doesn't work out...unless that date is related to when they plan to resume visa processing in general.
