I'm taking the latest I-864 from the website and NVC is rejecting is as expired.  https://www.uscis.gov/i-864, the same website they provide me in the CEAC message. Any tips?

"This Form I-864 has expired. Please replace this form with a new Form I-864 by visiting https://www.uscis.gov/i-864 FINANCIAL SPONSORSHIP RESPONSIBILITIES: Financial sponsors, joint sponsors, and applicants should be aware of responsibilities when signing an I-864 and the consequences for a sponsored immigrant's acceptance of federal means-tested public benefits. For more information visit https://nvc.state.gov/aos"

fwiw I am sponsoring my spouse, am a U.S. citizen, and plan to use assets in lieu of income. I-864 would seem right for me

If you are looking at the OMB expiration date then that is the wrong date.  You need to look at the edition date in bottom left corner.   This is the date they go by

YMMV

Hi thank you. It's 10/15/19. I don't know what to make of that it's the edition listed on https://www.uscis.gov/i-864 as of this moment

Look at the bottom left corner of the i-864 form you are using. If it says 10/15/19, that’s the correct form.

Thank you, that confirms this is error isn't correct and must be something else. I'll try to contact the embassy and see if they are going to have to submit it directly anyway.

Contact NVC not the embassy.

I'm confused because when they approved my expedite NVC said "We will send this file immediately to the U.S. Embassy or Consulate. If you have more questions about processing or the interview appointment date, contact the U.S. Embassy or Consulate directly."

What is your current ceac.state.gov status?

YMMV

"Action required: Submit requested documents"

This is also confusing because it says "Step 5: Submit documents to the National Visa Center
Send 1 envelope to:
National Visa Center
Attn: Document Review
31 Rochester Ave Suite 100
Portsmouth, NH 03801-2914"

While the "Notice of Immigration Case Creation" email from NVC says " Do not mail documents to NVC, even if you received instructions to mail documents to NVC in the past."

and the aforementioned expedite approval email says don't contact NVC at all but rather the consulate.

While NVC may not send the docs to embassy even if complete at present, your status seems like you need to address i864 issue. Do not mail notice may be for upload, not mail stuff. Until you see the status line “in transit” or “ready”, you mr case is still at NVC and contacting Embassy is useless.

I have new information for you, apparently once there is a new version of any USCIS form, the older form becomes invalid. The date printed on the old form does not matter even if it has not expired say a particular form expires June 2020 and a new version of that form is out with expiration of January 2021 ...the June 2020 for is invalid. Hope this helps

Doesn't sound like that was OP's issue at all.
