I am a American citizen living in the Philippines.  I am married to a filipina national.  I have my I card. I'm thinking about us moving to America.  What do i need to start the procedure.  And i heard it's easier if i have lived here over 6 months.

You cannot have US domicile in the US and also be "living in the Philippines". Domicile is not the same as having a living arrangement. Domicile is roughly where you actually reside without regard to intent.

Depending on how long you have been abroad (months, years, decades?), they may or may not want to see either US domicile or strong evidence of intent to obtain US domicile.

This comes into play for the I-864, which is later in the process. The first step is the I-130 petition.

The living abroad for 6+ month thing likely was referring to DCF. That is no longer available for Manila - they stopped doing that. You would be filing domestically (to a US lockbox) and going through the same process as somebody living in the US already.

Note that the I-864 will require both financial sponsorship + having filed US tax returns for at least the past 3 years *unless not required to file, such as having no worldwide income).

Filing online might be more reliable than international postage. And is certainly quicker. 
 

Have you been filing tax returns whilst overseas? Or are you under the income threshold?
