The term thus far I find best is "lawfare", it's where malicious actors in government use their power to deliberately target specific people. In this case, it was done to harm a Presidential candidate, elected President, and thus far, sitting President, and the people around him, not to mention interfere in not one but two Presidential elections. Crimes that strike at the heart of the Republic like this require swift and serious action. Firing squad.
