K1 visa with Cuban fiancé

My fiance lives in Cuba and does not have easy access to a fax machine/scanner or a reliable postal service where we could easily mail things back and forth. What is the best advice for getting his signature for our letter of intent to marry.. As well as passport photos? Anyone else with a Cuban fiance struggling with this?

Does you fiancé have access to a digital camera such as a phone?  If you, they could take a picture of the signed letter of intent and email it.  They can also do DIY passport photos that you can print out.

Everything can be sent via email and printed from the beneficiary side. Nothing in the embassy's instructions do they ask for a letter of intent. Present only what is asked for to make it simple and not complicated.  Here are the requirements for the interview. Visa interview are conducted at the U.S. Embassy in Georgetown, Guyana.

Yes he has a smartphone. I wasn't sure if copies were acceptable, especially for passport photos. Thanks so much for the insight!!
