“Immigration History” Question on Place of Last Arrival

The applicant cleared customs in Toronto, where he had his K1 visa inspected and was admitted. However, his flight landed in Orlando Florida where he technically entered the United States.

 

for the green card application, is our “Place or Last Arrival into the United States” Toronto or Orlando?  it asks for city and state without an option for Province, but we feel Toronto is the correct answer.

I assume Toronto was the departure point and Orlando was the arrival, so "arrival into the US" would be Orlando.

I was curious enough to re-check my English comprehension of " last arrival INTO the US" vs "last arrival IN the US" that I just googled...

Port of Entry

In some cases, your port of entry to the U.S. could actually be in a foreign country. U.S. Customs and Border Protection maintains Preclearance operations in certain overseas locations to inspect travelers prior to boarding U.S.-bound flights. Therefore, your I-94 record (or passport) may have one place, but your physical arrival in the United States was in a different airport. In this case, use the port of entry where you were inspected by CBP.

Timeline

We entered through, got passport stamped and cleared US immigration in the US Custom and Border Control Pre-clearance operation in Montreal airport and flew into the US via Dallas as if it was a domestic flight. We put Montreal as the point of entry on our AOS forms with no problems.

Yes, when having to put US arrivals I have always cross checked with my digital i-94 and listed the port of entry on there as my place of arrival. I've done this with the Calgary airport with no problem. Technically, once CBP clears you through US customs in Calgary for example, you're on US soil in the Calgary airport.
