That would seem arbitrary to say the least, but we are talking about Trump here. I don't see them banning air travel all of a sudden, not when they have just been focusing on land borders all this time. 

And plus, Riviera Maya is reviving their tourism industry and they are focusing on domestic tourists as well as people from the US.

I have been trying to decide which would be safer, Mexico city, or Cancun which the tourism in that state will start up in June 1. If you want my advice, I think Cancun in the Hotel Zone would be safer. Less Covid-19 infections there than in Mexico City. Also, from what I read they have high security in the Hotel Zone in Cancun. There are KLM flights to Cancun, but they arrive at about 8:30 at night in Mexico City and the next flight to Cancun is in 6:00 a.m. the next morning. I would not venture out to go to a hotel for the night, if at all possible. I would try to stick it out in the airport all night till the next flight in the morning, my personal view.

We are facing the same situation. There are several airport hotels. Online they show no availability, but when you email them, they are quite helpful.

I am going to hold out making reservations for about another week or so. I saw in the news today Delta is scheduling flights to Europe in June. It's okay to have some hope, isn't it?

It only applies to land borders. Whatever restrictions you see regarding the Mexico-US borders only applies to land ones. He came for “tourism” and there were no problems at all in either country

Saw some direct flights to Florida (and other with a layover in Istanbul) from the Zagreb airport as of beginning of June. I am going to send them an email just to check if they would allow EU nationals with valid US visas enter, stay there 14 days as per the quarantine guidelines, and then fly to the US. I will keep you posted!
