What if I am a passport holder of a Schengen country with a valid ESTA but I have not been present in a Schengen country within 14 days of my travel to the United States?

Travelers are subject to the Proclamation if they were physically present within the Schengen Area during the 14-day period preceding their entry to the United States. This prohibition necessarily includes direct travel from, and transit through, the Schengen Area within the 14 day period. If you have not been in the Schengen Area during the 14-day period preceding entry, and you are not departing from or transiting through the Schengen Area during your travel to the United States, then you are not subject to the Proclamation.

Puerto Rico is part of the USA, so one would not be allowed to enter.

The proclamation is for anyone who has been been in the EU Schengen Area for 14 days. It does not matter if whether one lives in one of the countries or has just stopped there. It makes not difference. These are the list of countries:

Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland.

The UK and Ireland were also included in the list.

US citizens, and spouses with valid residence can enter even if they were living in those countries. That is the exemption.

I know that very well, I still do not understand the rule, since we both work in the US and have our whole life there. I think workers and people who live there should be an exception, and it makes me said that we are not allowed back in although we pay rent , taxes and health insurance there. Just not fair

So I called Lufthansa to get my money back for the flights I booked for my parents and they said the flight ban will probably be lifted in July (not June). Their visas will expire in June. Hopefully we don’t have to start from scratch if they fly later. Wrote emails to consulate but no response yet.

Hello! I also have similar problems to all y'all...
I have a J-1 visa and am supposed to be working in Florida starting June 1st. I am also looking for a way to get into the US.
I am honestly willing to fly to either Mexico or Turkey when they reopen and quarantine there for 14 days. Will probably do that somewhere between June 1st and June 15th.
Let me know if any of you have similar plans and we can meet up in either countries because I don't want to be in this by myself.

Thank you everyone for your useful replies, I appreciate a lot!:) I was looking at Turkey but they will not accept Europeans until end of July apparently! It is too long to wait.

There's no way that they know for sure.

Are you kidding ?? That’s what they told you? Seriously 😳 first off, I tried to get information out of them for 45 mins, because they already cancelled 2 (!) of my flights, however, they never replied to the question, they said they can’t make a statement regarding the travel ban (which I believe they really can’t, but I was wondering why they had scheduled more flights for June). So now they decide to make such statements over the phone? That’s weird.

Yeah it’s strange. I asked the representative are you sure and he said yes, all flights will fully resume in July. I asked him specifically about the Trump US travel ban and he said twice it’d be lifted in July. I didn’t write down his name but he sounded extremely sure over the phone. I was wondering about the legitimacy of his statement too.

I honestly highly doubt it. Schengen is not going to open its borders anytime soon, they’re even talking about September or October and the US will not open it unilaterally. It may very well be the airline’s wishful thinking or perhaps they are telling their staff that they will resume flights, but in the end they won’t, as many airlines keep postponing their restarting dates. Besides, as mentioned in previous posts, it makes no sense for other countries being free to go and Europe being banned, so who knows what’s really behind it, when they’re discussing tariffs and trade agreements at the same time.
No matter what will or will not happen, you really can’t count on it opening soon and keep waiting for that indefinitely. Especially if the visa is to expire in the meantime and you have no guarantee it would be reissued anytime soon, and the USCIS is apparently running out of money

Hello!

For those who have been contemplating Croatia to then fly to the US, I have found some info on the website of the US Embassy in Zagreb. Apparently the entrance restriction is currently in effect through June 15 but "If you need to transit through or travel to Croatia, please send an email to the Croatian Ministry of Interior Border Police at uzg.covid@mup.hr to learn whether you are eligible to enter Croatia."

Additionally, "If you are permitted entry, any foreign nationals, including U.S. citizens, traveling to Croatia may be ordered to self-isolate or spend 14 days in official government quarantine facilities. Placement in quarantine is at the expense of the traveler."

https://hr.usembassy.gov/covid-19-information-2/

Saw some direct flights to Florida (and other with a layover in Istanbul) from the Zagreb airport as of beginning of June. I am going to send them an email just to check if they would allow EU nationals with valid US visas enter, stay there 14 days as per the quarantine guidelines, and then fly to the US. I will keep you posted!

I could not edit my post earlier but as a side (and very important note), I think I will start making plans only after next week. Next week (on May 21?) is supposed to be when the EO will be revised. Within 30 days of the effective date, the EO requires that the U.S. Department of Homeland Security and the U.S. Department of Labor review nonimmigrant programs and recommend President Trump appropriate measures to “stimulate the U.S. economy and ensure the prioritization, hiring and employment of United States workers.”   https://www.foley.com/en/insights/publications/2020/04/summary-executive-order-suspending-immigration-us

Not sure if K1 visa holders will be exempt so to be on the safe side and given the high stakes, I would rather wait for any further clarifications on this.
