So my F4 immigrant visa expires on the 18th of June

You have a valid visa to immigrate to the US, you are not affected by the Trump ban.  Enter the US before June 18.  Find a way, sounds like you've figured out a travel plan.  By early June there should be more flights to choose from as things slowly seem to be opening up, with lots of restrictions, masks, distance between passengers, maybe self-isolation or quarantine on arrival, but possible.  Good luck!

My mom isn't letting me take the early May flight for 1200 dollars. The airport opens up June 8 here (If everything goes as planned) but I'm scared it won't. I'm going to try contacting the embassy and ask whether a reissuance is possible under the trump ban.

So did I but I fear that the rules have changed.

Here is a rule which hasn't changed:  If your visa expires before you travel, you will have to ask the consulate to re-issue the visa.....and you will have to get another medical exam, pay fees, and provide any other documents requested by the consulate.....The consulate is not required to re-issue an expired visa.......and they will not re-issue an F-4  visa if the ban is in effect at the time......

In other words, get to the US as soon as you can.......just my opinion.
