The US Consulate in Vienna Austria confirmed that a K-1 is a NON-IMMIGRANT visa and ARE NOT AFFECTED by this ban. K-1's will be issued once the Consulates re-open and K-1's will be allowed in the country once the travel ban is lifted (or if you aren't in a country specified by the travel ban).

My fiance was in Austria for her K-1 interview and medical exam at the time of the ban. On the day the travel ban went into effect, she did her medical exam and was the last interview the Consulate did before closing. They took her passport and told her that her visa would be sent to her the second the Consulate re-opens. As of now the Vienna Consulate is set to re-open May 4, but that could change any day. Hope this helps some who are worried.
