They're making exceptions for spouses. K1 visas aren't spousal visas. It also applies to anyone who doesn't have a valid non-immigrant visa at the time of publication.

 

On top of that it also doesn't seem to make any exceptions for tourists? Did this EO just shut down the US or am I reading this all wrong?

Incorrect. See Section 2. It only lists certain Nonimmigrant Visas (H-1B, H-2B, J category, and L category). Section 1 extended the April 22 ban on certain Immigrant Visas.

Thank you. That’s what I thought but this situation is stressful whenever someone says otherwise it worries me! I just need to see someone enter on a K1 soon!

At best, it's up to the embassies again. At worst, K1s aren't listed as exceptions, so unless you have a valid visa in hand, you're screwed.

I have a valid visa at least. It was entry that I was worried about.

You can enter on a K1. It's the "getting the K1" that's almost impossible right now.
