Is fiance exempted by this article?

I already answered you when you sent me a direct message but basically my answer is the same. Just as others here have stated, the EO doesn’t apply to K1 visas. You should read how the EO is written on the first page of this thread. Hope you find your answer soon.

Is K1 or fiance visa of US is restricted or exempted from executive order of the President?

I emailed the embassy in Brussels and they're as helpful as ever, their reply does lead me to believe that if they do open on the 3rd, they won't actually start processing visas again.

 

Currently K-1 visa processing is suspended and we have no exact time on when the operations will resume. We currently have no further guidance for K-1 visas.

It just reads like they won't be processing K1s for a while.

Okay, time will tell us. What a disappointment? I am eager to see my fiance & to live with her.

So the proclamation is not clear about physicians and nurses , are they exempting physician and nurses if they are applying on work visa only? ( bearing in mind that majority of physicians dont apply on work Visa while outside the US) Or any physician and nurse who have an immigration petition regardless of the type? 

This is a huge deal for me , I am a physician and my wife is a LPR , so I would like to know if I am exempt or not .

Any one knows?

It really depends on which page you look at, this one lists it as an immigrant visa because of its purpose.

Well I saw that but if you click on k1 you will see it as non immigrant in details.

Yes, but it's a non-immigrant visa with immigrant intent. I'd assume that if it's classified under immigrant visa on the specific page that deals with visa classification, that it's under that category. I guess we'll just have to wait and see.
