I believe it's referring to what they're currently doing as of this moment, hence the word "continue". A lot of embassies are still processing certain visas that may be relevant to the pandemic and even certain expedited K-1 and CR/IR-1 visas in a few places.

All that means is they are currently only conducting interviews and issuing visas in a very limited manner for emergencies. It says nothing about what they plans to do once normal services resume.

Hopefully. I'm not in any hurry to travel and get sick anyway, plus there's still a travel ban that won't be lifted any time soon, so we'll see. We've got plenty of time.

More importantly, that means that they're expecting to reopen. Is Australia under lockdown or are most businesses and stores open?

Australia is under lockdown and they extended it just recently. Most things are closed and we’re mostly inside at home. Hopefully it means it will reopen thought, so that others can get their interview soon too

Is fiance ( K1) visa which is under process is exempted by proclamation or not? Please share me the details.

No. A fiancé is not a spouse for the purposes defined by immigration, if you're referring to that statement. 

 

If you are talking about K1 in general, it is not mentioned in the EO. As it has been pointed out, it is a Non-Immigrant visa, and most are of the opinion that currently, as the EO is written, is exempt from the ban. But time will tell, there may be additional restrictions as per Sec 6 of the EO.
