I-130A Form question

Hi All

Iam U.S Citizen leaving in America and filing a petition  for my wife that leaves abroad ,about form i-130A Can i fill it out for her here in U.S and submitted with the I-130 Petition form?

So i have my 130A and 130 filled but iam confused with question 62 on part 4 for I-130 ,my wife leaves abroad in Europe but she was born in cuba she is a resident in europe not citizen ,should i state she will be applying for adjustment  in Europe country consulate or should i put cuba as country ?

Put the country in Europe as long as she has a form of residency.   If she is just a tourist she will need to interview in Guyana (for Cuba).

 

She will be applying for a VISA, not an adjustment.

Please,does anyone have an idea if Trump's Executive order on immigration will impact F21-( spouse and children of LPR) visas. And what would likely be the Fate of those whose interviews were halted due to the Corona virus??? Please any info would go a long way .

All of those are halted for at least 60 days if they are at the consulate.

Our interview was canceled  because of the outbreak. Hence all USCIS offices had  to  shut down. So if offices open up ,we wnt be rescheduled because of the EO??

As F2A you shouldn't expect to be offered an appointment until after the ban is lifted.  If you were to get an appointment then you wouldn't get a VISA until the ban is lifted.

Same answer as above - yes.  The EO says that no visas will be issued (Department of State). It does not say anything about USCIS not  processing petitions.
