It's rather difficult to say what is the problem exactly. I think you need to check some needful conditions. Firstly, make sure that the security settings allow form filling. Then you need to find out if the PDF includes fillable form fields. If you are not able to type in them, it means they are probably not interactive. The last hint is checking for additional capabilities and restrictions in the purple document message bar that is located below the tool area.
