When you say doesn't impact LPRs.. can you clarify if this means that spouses and children of LPRs are ok, or just the LPRs themselves. I know this was a question a few people kept asking

It means it does not prevent current LPRs from entering the country.

It does NOT mean relatives of LPRs are exempt. They appear to fall under the ban.

Here's the exact quote:

I doubt it, a K1 going through AOS would be 5-7 months before they could work legally once they file AOS.

Could be interpreted as those you currently have an immigrant visa are exempt. It does not necessarily mean those who apply for a NIV with immigrant intent will be exempted. There is no mention of NIV visas only that those who are currently in possession of an immigrant visa are exempt

Sorry I know everyone is going nuts and we are all trying to understand. 
 

There seems to be some grey area between us being banned and exempt if we are in fact NIVs. 
 

Do you think it would be worth an email to a consulate to get clarification?

Yes, and it appears that consulates, once they open back up will continue to issue K1s.
