it sounds like she can, yes! because it says those who already have valid visas are fine

Germany is under a flight ban though. Hopefully he doesn’t revise this before the ban is lifted.

Parents siblings and fiances without visas today are subject to the ban

Also wondering this. She has her visa and the sealed packet.  Please confirm anyone

what is this referring to? Is this the sealed packet they give you with your K1 visa that they tell you not to open and bring with you? or is this the thing you need to aplpy for if you leave the US while on a k1? 

I think its worded so they can apply however they like. At the open its says spouse of USC then it goes on to a the stipulations. More messs

this part makes me think, yes you are safe

By the sounds of it, the people NOT exempted from this ban are Spouses and minor children of Permanent Residents / Green Card Holders, basically if you're not a US Citizen or married to one, you're on your own for the time being.

 

AOS applicants INSIDE the US are completely fine if you're married to a USC.

 

He also mentioned that he can extend it or change it, who knows. - his words.

It appears so based on my reading.  It seems to be geared only toward those outside the US.
