What about those who are waiting on their fiancé visa to go ahead? For example, I'm waiting for my interview so I can go there to get married to my fiancé.

But from what I'm reading, it doesn't sound good for those like me.

If you dont have your K1 issued already then you wont be issued a visa until this ban is lifted/expired

Sadly, this EO looks to cast a wider net of people denied entry than I hoped.

If you have the visa in hand, you are ok!

If you are already the spouse of a USC, you can continue applying / processing I believe. Can someone please confirm that's how you interpret it also?

This. If im not mistaken if you are married to USC you can continue

Ok, so my fiancee has an approved K1 Visa in-hand.  I'm hearing that she can enter the USA without any problems.  Please confirm!

I hate the way lawyers write.....

ive picked out the main categories

(b)  The suspension and limitation on entry pursuant to section 1 of this proclamation shall not apply to:

(i)     any lawful permanent resident of the United States;

(iv)    any alien who is the spouse of a United States citizen;

(v)     any alien who is under 21 years old and is the child of a United States citizen,

so permanent residents are obviously ok, spouses are ok, and minor children of united states citizens. Anyone else, parents, siblings, fiances, are they subject to the ban?

Read Section 2.b.iv.

(b)  The suspension and limitation on entry pursuant to section 1 of this proclamation shall not apply to:

          (iv)    any alien who is the spouse of a United States citizen;

Spouses of USC are excluded.  However, I'm not seeing where spouses of LPR are excluded unless said LPR is : associated with specific fields such as health care.  See section 2.b.ii:

(ii)    any alien seeking to enter the United States on an immigrant visa as a physician, nurse, or other healthcare professional; to perform medical research or other research intended to combat the spread of COVID-19; or to perform work essential to combating, recovering from, or otherwise alleviating the effects of the COVID-19 outbreak, as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees;  and any spouse and unmarried children under 21 years old of any such alien who are accompanying or following to join the alien;
