My interpretation of all of this is:

- if you have a valid visa and are outside the US you are ok

- if you are a USC's spouse or under 21 child, you are also ok

Can anyone confirm?

I think YES

For those outside US with VISAs

Sec. 2.  Scope of Suspension and Limitation on Entry.  (a)  The suspension and limitation on entry pursuant to section 1 of this proclamation shall apply only to aliens who:

(i)    are outside the United States on the effective date of this proclamation;

(ii)   do not have an immigrant visa that is valid on the effective date of this proclamation; and

(iii)  do not have an official travel document other than a visa (such as a transportation letter, an appropriate boarding foil, or an advance parole document) that is valid on the effective date of this proclamation or issued on any date thereafter that permits him or her to travel to the United States and seek entry or admission.

Can my parents who have a visa on hand and outside the country come then?

What about those who are waiting on their fiancé visa to go ahead? For example, I'm waiting for my interview so I can go there to get married to my fiancé.

But from what I'm reading, it doesn't sound good for those like me.

If you have the visa in hand (CR/IR), you are ok! not sure about k1

If you are already the spouse of a USC, you can continue applying / processing I believe. Can someone please confirm that's how you interpret it also?

wondering what (iii) refers to? because it's an "and" not an "or" between ii and iii.

Also - spouses of LPRs are not exempt. Makes me angry

what is this referring to? Is this the sealed packet they give you with your K1 visa that they tell you not to open and bring with you? or is this the thing you need to aplpy for if you leave the US while on a k1?
