I'm hoping for a waiver of some sort. Everyone except my husband, a beneficiary of me (im the principal applicant of an f4 visa), has a green card, because his interview had to be delayed. I know it probably won't happen though

I am LPR very soon eligible for citizenship and my spouse just got the I-130 approved and is waiting for consulate interview for their GC. 2 questions:

  • Can I still apply for citizenship with this EO?
  • Unclear if my spouse will be impacted or not, but in the worst case would my spouse still keep the approved I-130 or have to start again from scratch?

This is actually partially untrue. Most employment green cards are filled after a temporary visa holder is already working on US soil (typically 1 year after they start work for most big employers). 
 

Having said that - he's obviously allowed to pass any orders that he perceives will 1. protect the country and 2. help his reelection. Nothing sinister, just good old politics.

That's the right attitude :)  These doomsday predictions can wear on you after awhile, they only make the situation worse for a lot of people, and serve NO purpose at all.

Well it certainly is not good for me. I am in total lock down and I cannot travel to the US to activate my spouse visa, so no this delay is killing me

But it's not all for nothing, you have a visa and if it needs to be re-issued they'll re-issue it,  Having confidence in the system is what you got you to this point, don't give up on it now..
