Just a hunch. But i have a feeling they are separating them out IE one for Immigrants one for NIV Workers, in order to have a higher chance of them sticking in case of legal action. IE if it was consolidated it would be easier to stop it with a single suit. But who knows... we shall see

You can go somewhere else for 2 weeks and then enter the US.

When the Shengen Coronavirus restrictions are lifted, you will be able to enter. It is a different order affecting that aspect.

1) If you are exempt from the travel restrictions (i.e. a spouse of a USC) then you are fine already. idk your case.

2) You can travel to a area that is not covered for 14 days, then come to the US.

This is very niche and has no reason to be affected by the EO.

Thank you so much for that link. It appears he would be classified as my immediate relative and therefore not effected by the EO.

You cannot file any immigrant petition until you're married.  The EO is a 60 day document.  By the end of the year, we may have a lame duck administration anyway.

Yes. You become a spouse of a USC, so that automatically makes you exempt. 
Note that only a US citizen can petition for a fiancé, a LPR can’t.

yes got it, was just wondering if we could file it. we are planning to get married in July hopefully travel ban is lifted.

L-1 is not impacted by this EO.

They may be impacted by a future one that is considered. If possible, best thing is to enter the US and stay there until that is released and confirmed ok.
