NOA 1 recieved 8 ½ months ago, and never asked to attend a biometrics appointment

 Consular processing is when someone gets their immigrant visa at a consulate or embassy. The USCIS processing part is done within the US (at Nebraska Service Center in your case), after which (when it’s approved) the case will get sent to her consulate/embassy for her to interview for her visa.

As above, no biometrics are required in the US for this process, because the visa applicant is not in the US. Your lawyer should be well aware of this.

As lil bear already mentioned, i130 for spouses of USCs at Nebraska are taking 12.5-16 months to process at present.
