So I am ready to submit the civil documents. But my spouse can't obtain a police or military certificate because of closures due to COVID 19. Should we upload without and add an explanation or wait?

There is a note on CEAC website, your submission will not be reviewed until everything submitted, so you submit now, they won't review it until you have all civil documents anyways. Good luck.

Upload and list the police report etc. as not available and will be brought to the interview.  There is an option for that.

Facts are cheap...knowing how to use them is precious...
