I am very confused right now...Please Help!!!

My fiance and I received a denial for our K1. We met online in 2018. I visited him in Nigeria for the 1st time 5-6 months after meeting him online. I was there for 1 month. During that time we stayed in Lagos where he was a perfect tour guide we went to several beaches and I was able to really see the city, taste the cuisine.  Also, we traveled to his home state to visit his mother and other relatives.  While there I was shown the rich culture of Nigeria by visiting  museums and the palace where the king and his family still lives today.  After returning to Lagos he planned a surprise engagement dinner with many family members and friends present. He proposed and of course I accepted. There were plenty of pictures of all these events and more. 4 months later we filed our K1. We loaded the packet with plenty of pictures and other evidence of spending face to face time together. It was filed with text, and etc of our correspondence. We both have been married before so all the necessary documents were included to show we both are free to marry. After 4 months the K1 was approved at the USCIS level. We were ecstatic! I went back to visit this time I stayed 2 and 1/2 months. I was planning to stay 3 months came home early because we thought he was coming so came to prepare things.  When we got to the embassy interview and my fiance was asked 3 questions and then denied with no explanation. Questions : Who is petitioning for you, How did you meet, You have been married before right? The CO gave him a letter and told him he could leave. We don't know what happen. So we thought this was dead and a couple of days ago I received a notice saying our case was being reviewed. I don't really know what this means. I am happy, I think. I don't know if this is normal and If it is do we really have a chance of him being approved. We both have been so depressed since the denial and were just planning to get married and trying it that way. Please help!!! Do we have a chance?

What is on the letter?   The CO didn't offer any clues?  When was the interview?  Did the engagement look like a wedding?

Sounds like it has been sent back to die, so you next option would be to marry and file a CR1.

The letter stated admissibility based on INA 212(A)5(A). I looked it up and it was someone that wanted to enter the US for work

Well it is too late to do anything with an interview from 2 months ago.   Get married and file for a spousal is the best option.  At least with a spousal visa it can be appealed if refused.

What about this? Was he married? Is he divorced? Was he married to US citizen or any foreigner? You need to ask your fiance about all this, then think and ask here.
