Interesting. That's good to know. I think the bottom line is that it is important the OP submit a qualifying set of documents. Determining what that will entail is something that is critical to do before hand. If the set of financial documents submitted doesn't indicate a qualified level of financial sponsorship, there will be no visa issued until a qualifying set is submitted.

There is absolutely no point to waiting to see if the documents will be acceptable when one can determine for themselves before submission.

I should add that sometimes Consular Officers will ask for additional sponsorship, even when the minimum requirements ARE met.

I think it is far better to ask, "What is needed?" questions than "What happens when I don't do what is needed?" questions.

No, the NVC will not evaluate the I-864. The NVC will check that the necessary information and supporting documentation has been provided, but it is the consular officer who will evaluate the information to determine whether or not the requirements for sponsorship have been met.

That is correct. NVC will determine whether your I-864(s) are adequate. If not, your case doesn't go to a Consulate until the requirements are met with a joint sponsor or is rejected for failure to meet the requirements. There isn't a way around these requirements but there are several ways to meet them.
What I was trying to say was that if you are indeed filing for an IR1/CR1 your case will not even get to the consulate if you don't meet the requirements. You will have to prove your 'financial stuff' beforehand. So, your question can't happen.

Yes, Yodrak sums up nicely. NVC will only check whether the checklist is satisfied plus you do not leave anything blank within the I-864, etc. NVC does not determine whether you need a co sponsor or not.

Hanout, based on your wife's last year income, I think, you should get a co sponsor so that your case will not be delayed because the Consulate may later ask you to get a co sponsor.

Erica,

A checklist.

- Income from employment - is an employer's letter included? pay statements? other appropriate documentation?

- Income from investments or other sources - is supporting documentation included?

- Assets - if assets are shown, is supporting documentation included?

- Past tax returns - at least 1 is required, is it included?

- etc.

I'm really sorry if I have been misinformed and am making the whole thing even more confusing. But, how does the NVC know if what one has sent is all complete if they don't review it?
Hanout, it is the Consulate who will determine. NVC will only check whether your I-864 and the documents that you send are complete or not. They won't determine whether you need a co sponsor or not. For your case, you are better off getting a co sponsor.
