Yeah, I was able to get my tax transcripts "efaxed" over to me. See here:

I filed My I-485 package with my 1040,W2, and 1099 and it was accepted. I was really nervous about it because IRS verification wasn't working for whatever reason (there can be tons of reasons and it can be more than one), but thankfully it worked. It was a little bummer that the IRS verification finally worked a few weeks after I received my I-797C(notice of receipt), but at least I can get e-copies of my tax transcript if I need it for my interview.

We tried to get our transcripts online. Mine was ok, but my wife's phone number wouldn't get verified. Since in IRS website it states that sending transcript by mail is off the table, we called them. We wanted to have them to send the transcripts by fax as os306 suggested. That was unsuccessful as well and they said they won't do it by fax, but they agreed to send them by mail which would take 10 days to arrive. Since it was to late for us, we called USCIS and the representative suggest that we can send our 1040, W2, and 1099 instead and she also suggest we write a statement describing the situation and the problem with IRS. So we did. 

We send out our application a week ago. I will update here if we receive a notice.

We ran into lots of issues when we tried to create an IRS account to order transcripts, until a week ago that is. The IRS is back to mailing them out now and you can request one without creating an account by going to https://sa.www4.irs.gov/irfof-tra/login or calling 800-908-9946. it worked for us.

Are people still having issues? We’ve been waiting over a month for the mailed verification.
