Follow the Diplomacy Strong guidance? Like I said before, each embassy/consulate led by an ambassador  decides on the phase they’re in. Very few are currently in phase 2 with a lot still at 0 or 1. It takes phase 3 to start doing routine visa services (and worldwide suspension on visa services is still in effect).

I interpret this as embassies can start issuing visas to people on phase 2 - not just on phase 3. I am curious to see if they will prioritize family based immigrant visas over nonimmigrant visas, as it logically should.

Think it's safe to add Belgrade Serbia to the growing list.... They plan to start citizens and notary services June 1....a step in the right direction.

I think that is in reference to those that work abroad getting visas to travel because in phase 1 they say "issuance of visas by host governments may still be problematic" and the category is PCS travel which is for moving stations.

And Vietnam! They are also starting "limited" regular citizen services on June 1st. Hopefully we'll see a lot of embassies announce this change this week.

Yes. They can return to functioning normally without actually issuing visas.

@Naz2020 is reporting that Turkey will not open until Feb 2021. Does anyone have any confirmation to this information? Here is the post with the source.

The embassy might open but it seems that they are not going to schedule interviews for new files. 😌

UPDATE:  The U.S. Embassy in the Philippines has canceled all immigrant and nonimmigrant visa interviews scheduled through June 11 due to the Philippines' community quarantine measures to reduce the spread of COVID-19.


We will resume routine visa services as soon as possible but are unable to provide a specific date at this time.
 

After the community quarantine is lifted in Metro Manila, all affected applicants should reschedule their visa interviews through the Embassy call center by phone at +63 (2) 7792-8988 or +63 (2) 8548-8223, or through the online appointment system at ustraveldocs.com/ph.


There is no fee to change an appointment and visa application fees are valid for one year in the country where the fee was paid.
