My documents are already submitted on ceac and waiting to be reviewed, which is sometime this monrh. However, one document was not uploaded. I want to upload the missing document before NVC reviews and request it,  which would cause a delay. Will the last submitted document start over my review waiting time or NVC will review my documents base on first submission???Anyone who has been in the same/similiar boat what was your experience .???

The correct answer is that it depends on whether anything has been reviewed yet and which document was missing the first time.  Just be aware they have to reschedule all the cancelled interviews before they can schedule yours anyway.

I was granted conditional expedite, so  all documents have to be submitted and accepted by NVC. No document has been reviewed as yet. The petitioner birth paper is missing.

Well as  certified copy of petitioners birth certificate is required, you will most likely going to be delayed or receive some sort of request to submit it...if I were you I wont mind starting over the waiting time....its about getting  it right not abut who gets there first.

I thought the beneficiaries birth certificate is required at NVC stage, not the petitioners? Only for IR5 or F4 the petitioners birth certificate is required according to Dept of State instructions

Petitioner birth certificate is not a required document at the NVC stage, unless there is some special circumstances.  Natural born US Citizen petitioners submit their birth certificate to USCIS with the I-130 petition. It need not be submitted a second time.

How you get conditional expedite?

I emailed NVC requesting an expedite for personal reasons.Your request will be forwarded to the embassy in which the beneficiary will do their interview.Expedites may be approved or denied base on your situation and the embassy's discretion.

~~moved to NVC discussion from IR1/CR1 process and procedures. Topic is about submission at NVC and is not visa specific~~

All non-immigration/immigration visa interview has been on hold. So, even your request for expedite has been accepted, they will not process it until the hold lifted.
