I wouldn’t submit i130 without a marriage certificate, it’s a key document that is most definately needed for a marriage based petition 

 

the instructions for i130 lists various examples of documents to demonstrate bonified start there

Submitting an I-130 for your spouse without the marriage license would be a huge waste of your time and your money.  It could trigger an outright denial.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Too bad you didn’t think to get a copy of the marriage certificate back in November last year when you started researching the F2A process. Does your husband have a copy he can email to you? It only needs to be a photocopy for the I-130. How long have you been married?

Excellent point. USCIS will likely see the petition submission as a “placeholder” and not even issue an RFE but an outfight denial.

Agreed. This is the exact type of circumstance covered by that the new policy to outright deny vs sending an RFE - filing of an application to just get in line with the expectation to get an RFE later.

I got married two months ago...In my home country it's take time to get marriage certificate from government...so that's why I got late😣

What Is RFE?

Request for Evidence

It's the process USCIS uses to ask for any missing documents or clarification.

The guide provides several categories of evidence (i believe this is in the I-130 instructions):

That said, most items will fall under #6 there. Affidavits provide little to no support.

The biggest items are evidence of time spent physically together. For example, passport stamps showing visits  (or I-94 records if they visited you in the US) are great. Photos are secondary. Chats are after that.

The key is to provide quality evidence. It's not how much you send, but presenting the best package that you can.

 

A lot of what to show will depend on your specific circumstances - how long you've known each other, how much time was spent in person, the country involved, if there are any red flags (significant age gaps, language gaps, difference in religions etc.), and so on.

If there are no red flags and it's a low fraud country, then the bar is fairly low. It doesn't mean don't present the best case you can, but at the same time you'll probably be fine with just the essentials. If there are red flags or it's a high fraud country, having and front-loading a good amount of evidence is more important.
