My interview was supposed to be next Tuesday 19th and I just got a text from USCIS saying all their offices will be closed on Jan 19th and 20th and my appointment will be cancelled. I just want to cry. Why are they closing the offices?? And on such short notice?? :(

I think because the 20th is the day they’re supposed to swear the new president in the office and they’re worried about nation wide riots and attacks on federal and governmental buildings 🤦🏼‍♀️
I’m so sorry this is happening to you.. I think it’s completely crazy that they will shut down..

I know, it's all very unfair. I just hope I get rescheduled right away and don't get pushed back to the back of the line. I understand that safety is important and I would rather have my interview rescheduled than be in an unsafe situation. So hopefully they reschedule me soon, but who knows 🤷‍♀️

The AOS applicant may also get Affordable Care Act subsidies: https://www.healthcare.gov/immigrants/immigration-status/

Applicants for any of these statuses qualify to use the Marketplace:

  • Temporary Protected Status with Employment Authorization
  • Special Immigrant Juvenile Status
  • Victim of Trafficking Visa
  • Adjustment to LPR Status
  • Asylum (see note below)
  • Withholding of Deportation, or Withholding of Removal, under the immigration laws or under the Convention against Torture (CAT) (see note below)

Isn't it conidered to be a public charge?

But for some foreign national adults, enrollment in Medicaid may be considered a negative factor in a public charge inadmissibility determination.

You're confusing Medicaid with ACA subsidies. They are totally different. See USCIS Policy Manual: https://www.uscis.gov/policy-manual/volume-8-part-g-chapter-10

Quote

The following is a non-exhaustive list of public benefits that USCIS does not consider in the public charge inadmissibility determination as they are considered earned benefits:[20]

  • Federal Old-Age, Survivors, and Disability Insurance Social Security benefits (SSDI);

  • Social Security;

  • Veteran’s benefits including but not limited to HUD-VASH, and medical treatment through the Veteran’s Health Administration;

  • Government (including federal and state) pension benefits and healthcare;

  • Unemployment benefits;

  • Worker’s compensation;

  • Medicare; or

  • Federal and state disability insurance.

Other benefits not considered public benefits in the public charge inadmissibility determination include, but are not limited to:

  • Any services provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act);[21]

  • Benefits under the Emergency Food Assistance Act (TEFAP);[22]

  • Child and Adult Care Food Program (CACFP);

  • Food Distribution Program on Indian Reservations (FDPIR);

  • Short-term, non-cash, in-kind emergency disaster relief;

  • Programs, services, or assistance (such as soup kitchens, crisis counseling and intervention, and short-term shelter) provided by local communities or through public or private nonprofit organizations;

  • Public health assistance for immunizations with respect to immunizable diseases and for testing and treatment of symptoms of communicable diseases whether or not such symptoms are caused by a communicable disease;

  • Attending public school;

  • Benefits though school lunch or other supplemental nutrition programs including:

    • Benefits through the Child Nutrition Act;[23]

    • Benefits from the National School Lunch Act;[24]

  • Summer Food Service program;

  • Child care related services including the Child Care and Development Block Grant Program (CCDBGP);[25]

  • Special Supplemental Nutrition Program for Women, Infants, and Children (WIC);[26]

  • Children’s Health Insurance Program (CHIP) and State Children’s Health Insurance Program (SCHIP);[27]

  • Health Insurance through the Affordable Care Act;

  • Tax Credits;

  • Transportation vouchers or other non-cash transportation services;

  • Housing assistance under the McKinney-Vento Homeless Assistance Act;[28]

  • Energy benefits such as the Low Income Home Energy Assistance Program (LIHEAP);[29]

  • Educational benefits, including, but not limited to, benefits under the Head Start Act;[30]

  • Student loans and home mortgage loan programs; and

  • Foster care and adoption benefits.

As there are multiple federal and state public benefits programs, USCIS is unable to list all programs not included within the public charge inadmissibility determination.

I got the electronic notification that I had an interview scheduled on Jan 11th, and the physical letter arrived on Jan 16th. So, for me, 5 days.

You'll likely see yours very soon!

Would anyone know where I can find official normal processing times for I-130 at NBC (National Benefits Center)? The USCIS website does not publish that, only the service centers at California, Nebraska, Potomac, Vermont and Texas.....

Our I-130 states it's at NBC..

Thanks!

And what if I request an electronic notice through a link to know what's date of my interview just in case notice arrives too late in mail.

Look at I-485 data for your local Field Office. The I-130 tends to be adjudicated together with the I-485.

That being said, it is possible for the I-130 to be approved days/months/etc. before the I-485. I had I-485 interview in May 2019 but received "case is being held for review" notice; my I-485 is still pending to this day. In February 2020 my adult son (the I-130 petitioner) contacted the Ombudsman and stated "The Immediate Relative petition has been pending for over 26 months." In May 2020, USCIS approved the I-130 because the Ombudsman inquired about the I-130 petition.
