Response from NVC - automated or actual response?

Hello,

 

I contacted the NVC on Feb 19 about changing embassies and received the response below -- is this their actual reply or an automated message that everyone is getting right now in light of COVID? I am wondering whether I have to submit my request again. For context, I am requesting the embassy be changed from France (where I was born) to Switzerland where I am a resident. In past posts on this forum I noticed it took people around 2 weeks to get their embassies changed, I am close to 6 weeks now without any action on this matter.

Automated message. You won't be able to do anything until consulates are back to normal work due to COVID-19.
