Can spouses travel to the US during the 30 days ban?

My husband and I didnt see each other over 4 Months now and he supposed to visit me in switerland now but he's not allowed to travel anymore overhere. We booked this flight before this corona virus was like this now. So my question is, can I as his Wife and my daughter travel to visit him during this time?

Presumably you are eligible to use the VWP. Souses are, not sure about your Daughter, I assume not, or the practicality.
