Letter of Intent to the embassy

I recently had my 1-129 approved and currently am waiting for my fiancee to have an interview with the embassy in the Philippines.  On the second letter of Intent to marry, is it basically the same format as the first one but addressed to the embassy in the Philippines?

why you need 2 letters of intent to marry?   The intent to marry can be demonstrated not only with signed letters but also a wedding planner book, hotel reservation, flower reservation, gown and suit quotation, sample card design, pastor reservation.  ALL THESE CAN BE RESERVED at Vegas.

Manila doesn't require a second or updated statement of intent
