you were right. Unless you are an “advanced practical registered nurse”, which requires a bachelor’s degree, you likely wouldn’t qualify. It seems h1b occupations definitely need to be ones that require a bachelor’s. That’s shocking to me. I’ve always though an RN can easily get work in the states.

Actually I know someone who did meet the requirements, she was what I would call a Matron, but the exception, there used to be a Nurse category many years ago.

Qualifications not occupations, inevitably the most common ones tend to be IT focused, the Employers will play the game and can apply for enough applicants to be sure of some joy in the lottery.

It has usually been, but via Eb3 green card sponsors* rather than H1B (generally, not Canada specific). Which is (possibly) of more interest to the OP than H1 which apparently is not relevant to her. 
 

* I had a friend who I thought was falling for a scam but it was genuine, agency helped her with the us nursing exams and found an employer/sponsor for her eb3 green card. She was bound for 3 years to that employer in exchange, then free to go where she wanted. I discovered since that such agencies and placements were very common.

Sounds about correct, depending on country of chargeability. My wife has a few friends going through the EB-3 process now as RNs. The 3 year commitment was the same for them, although with a buyout option if you want to leave early, depending on how long you worked there.

Do you know how to find an agency like this? I have a cousin who is an RN and has expressed interest in moving to the states for a change.

I just asked my wife. She knows agencies for the Philippines, which also appear to do business in a few other countries, like Jamaica.

There are certainly agencies that recruit in the UK, PI seems to be the most common.

 

The name I recollect for the UK is O'Grady Peyton, I assume they operate elsewhere.

My friend used Avant healthcare.

I checked, she actually started the process around 4 years ago. (From South Africa, by the way.)
I seem to recall someone else on VJ said it doesn’t work for all countries - I think Germany was the example they used - needs to be equivalency of the underlying degree and in Germany nurses don’t need the same level of qualification or something.  But anyway I’m sure all the info is on the sites.  The company https://www.cgfns.org/services/credentials-evaluation/credentials-evaluation-service-academic-report/ is the one my friend used to check her qualifications were acceptable.
